The “New” List: What’s Staying and What’s Going

As retail continues its slow pivot away from brick-and-mortar, Claire’s, synonymous with tween ear piercings and glitter overload, continues to shutter locations in Georgia due to its Chapter 11 bankruptcy filing.

Under new ownership, the strategy has shifted from “mass closures” to “strategic pruning.” The following trends are defining the 2026 store map:

  • The Exit from “B” and “C” Malls: Claire’s is aggressively exiting secondary malls with declining foot traffic (like Southlake Mall and Glynn Place) to focus on “A” tier flagship locations.
  • Icing Brand Phase-Out: As part of the restructuring, many standalone Icing locations are being shuttered or integrated into existing Claire’s footprints to reduce redundant lease costs.
  • The Shift to Shop-in-Shops: Expect to see fewer standalone stores and more partnerships with big-box retailers like Walmart, which allows the brand to maintain a physical presence without the high overhead of a mall lease.

Professor’s Note: Consumer Rights in the “Second” Bankruptcy

As a bankruptcy law attorney and professor, I’m often asked what happens to consumers when a retailer files for Chapter 11 a second time (often called a “Chapter 22”). If you are a loyal Claire’s shopper, here is the legal reality of your rewards and gift cards:

  • Gift Cards: Typically, when a new owner like Ames Watson takes over, they are not legally required to honor gift cards from the previous entity. However, to maintain brand loyalty, they often set a “grace period.” If you have a Claire’s gift card, use it immediately. Once a specific location begins its final liquidation sale, gift card acceptance usually ceases.
  • Unsecured Creditor Status: If a store closes and refuses your gift card, you technically become an unsecured creditor. While you can file a “Proof of Claim” with the court, these claims are at the bottom of the priority list and rarely result in a cash refund for consumers.

Q: Is the Claire’s in [Your City] still open? A: Most flagship locations in major hubs like Atlanta or Savannah remain operational. However, if your local store has “Store Closing” signs, all sales are final, and they will likely no longer accept returns or coupons.

Q: Can I return items from a closing store to a different Georgia location? A: Generally, no. Once a store enters “Liquidation Mode,” its inventory is managed by a third-party liquidator. Those items are removed from the standard corporate return system.

Q: Will Claire’s stop doing ear piercings? A: No. Ear piercing remains their highest-margin service. Even as they shrink their physical footprint, they are prioritizing locations that can support a full-service piercing station.

Which Claire Locations Are Closing?

Below is a confirmed list of Claire’s stores closing across Georgia, including locations in major shopping centers like Arbor Place Mall in Douglasville and Camp Creek Marketplace in East Point. These closures span both outlet hubs and traditional malls.

These closures aren’t isolated incidents, and several factors are at play. For one, consumer habits have shifted towards e-commerce, especially post-COVID-19. So legacy mall tenants like Claire’s face mounting pressure to adapt, which includes a massive online presence.

So there’s no denying the change of the commercial landscape, but Claire’s was also affected by the tariffs, and with a declining job market, it wouldn’t be surprising to see more business bankruptcies, especially since we have already seen a substantial rise in filings this year.
